THE ORDER ESTABLISHING A SOLIDARITY FUND TO SUPPORT COMPANIES The order establishing a solidarity fund for companies particularly affected by the economic, financial and social consequences of the spread of the Covid-19 epidemic and the measures taken to limit this spread. A solidarity fund has been created which will pay aid to companies particularly affected by the economic, financial and social consequences of the spread of the Covid-19 virus. This ordinance extends several deadlines applying to legal persons and entities without legal personality under private law for the presentation of their annual accounts or their approval. - THE ORDINANCE CARRYING MEASURES TO ADAPT THE PROCEDURE OF EXECUTION the ordinance carrying various measures to adapt the rules of award, procedure or execution of contracts subject to the code of public procurement and public contracts that do not fall under it during the health crisis born of the epidemic of Covid-19. The purpose of the order is to adapt the rules for awarding contracts, payment deadlines, execution and termination of public contracts, in particular the rules relating to public contract contracts. The deadlines for the award procedures in progress may be extended and the procedures for competitive tendering arranged. Contracts whose duration of execution expires during this period may be extended beyond the maximum duration fixed by the code of public procurement, and the contracting authorities are authorized to procure from third parties notwithstanding any possible exclusivity clauses. Measures are also being taken to obstruct the sanctions which may be imposed on holders of public contracts who, due to the state of health emergency, are unable to comply with certain clauses. The ordinance also provides for derogating rules regarding the payment of advances and the terms of compensation in the event of the termination of public contracts or the cancellation of purchase orders.

- THE LEGAL ORDER ADAPTING THE RULES FOR THE ASSEMBLIES ADN GOVERNING BODIES. The order adapting the rules for the assembly and deliberation of assemblies and governing bodies of legal persons and entities devoid of legal personality under private law due to the epidemic of Covid-19. This ordinance adapts the rules of convocation, information, meeting and deliberation of the assemblies and the collegial bodies of administration, supervision or management of the legal persons on the one hand, and of the entities deprived of legal personality of private law on the other hand, in order to allow them to continue to carry out their missions despite the containment measures. THE MNISTER FOR THE ECONOMY AND FINANCE AND THRE SECRETARY FO STATED FOR PUBLIC ACCOUNTS PRESENT MUTUAL LEGAL ORDERS The Minister for the Economy and Finance and the Secretary of State to the Minister for the Economy and Finance and the Minister for Public Action and Accounts, responsible for digital technology, have presented an order: - the ordinance relating to the adaptation of the deadlines and procedures applicable to the establishment or modification of an electronic communications installation in order to ensure the functioning of electronic communications services and networks. In a context of powering up electronic communications networks resulting from a massive increase in digital uses due to the implementation of measures to contain the population, the order introduced, for the duration of the state of health emergency, adaptations of the applicable procedures to guarantee the continuity of the functioning of the services and these networks. Four prior administrative procedures for the establishment or modification of an electronic communications installation are thus provided:------------------------------------------------------------------------------------------------------------------------------------- - Suspension of the obligation to transmit an information file to the mayor or the president of the intermunicipal authority for the purpose of operating or modifying a radio installation;--------------------------------------------------------------------------------- - Possibility for the operator of a radio station to take a location decision without prior agreement from the National Frequency Agency;------------------------------------------------------------------------------------------------------------------------------- - Reduction in the time taken to examine requests for road permits relating to electronic communications installations installed temporarily and in the context of urgent interventions;------------------------------------------------------------------------- - Exemption from planning permission for constructions, installations and facilities necessary for the continuity of electronic communications networks and services of a temporary nature.
